Directors’ biographical sketches by term of office (newest to oldest)

Chairman — Mr. Robert B. Hallock, ’72
Mr. Hallock is a 1972 graduate of the USCG Academy. While on active duty, he served aboard USCGC Chase. He then completed flight school and served two tours at Air Station Savannah and one in Polar Operations. He is currently the President and CEO of EMDx Corporation, a healthcare services company in Savannah, Georgia. As a director he brings extensive experience with non-profit boards and successful fund raising efforts in the non-profit environment. Mr. Hallock considers the Academy a defining experience in his life and since his 30th reunion in 2002, he has been energized to communicate the importance of the Academy in his life and the life of all graduates.

Directors Serving January 1, 2008, through December 31, 2011

More than 30 since graduation: Captain Charles B. Williams (Ret), ’72
Captain Williams is a 1972 graduate of the Coast Guard Academy. He also holds an MS degree in Electrical Engineering from the Naval Postgraduate School. His 30 years of active duty service included several command cadre positions including Commander, Group Mayport, FL, and Commanding Officer, Communications Area Master Station Pacific, Point Reyes, CA. Captain Williams currently works for L-3 Communications — East in Camden, NJ. He is active in a number of organizations including the Navy League, Armed Forces Communications and Electronics Association (AFCEA) and National Naval Officers Association where he served as National President for three years.

Between 15 to 30 since graduation: Mr. Scott A Memmott, Esq., ’87
Mr. Memmott is a 1987 graduate of the Coast Guard Academy. During his 14 years of active service he served afloat as both operations officer (WMEC) and commanding officer (WPB), and as a Command Center Controller. Mr. Memmott holds a JD degree from the University of Virginia School of Law. Curently a partner at an international law firm, Mr. Memmott has considerable private sector experience with corporate governance issues and public non-profit foundation management. He has served on two non-profit boards and currently advises the officers and directors of a third as General Counsel to the Pentagon Memorial Fund, Inc. 

Less than 15 years since graduation: Mr. Jeffrey Kingsley, ’93
Mr. Kingsley is a 1993 graduate of the Coast Guard Academy. While on active duty, Mr. Kingsley served in USCGC Thetis, with TACLET North and the International Training Division. After his active service, he initially worked as a management consultant. Since earning his MBA with a concentration in finance from the Yale University School of Management, he’s worked on Wall Street as an investment banker specializing in mergers and acquisitions. Mr. Kingsley is currently a Vice President at Rothschild, advising senior managers and boards of directors of large public companies on their most important strategic decisions.

At Large: Rear Admiral Richard M. Larrabee (Ret), ’67
Rear Admiral Larrabee is a 1967 graduate of the Coast Guard Academy. During his active service, Admiral Larrabee served as Assistant Superintendent of the U.S. Coast Guard Academy, an assignment which he deems, “one of the most rewarding in my thirty-three year Coast Guard career.” Admiral Larrabee currently serves as Director of the Port Commerce Department of the Port Authority of New York and New Jersey.

Graduated less than 15 years ago: LCDR Erica Mohr, ’96
Lieutenant Commander Mohr is a 1996 graduate of the Coast Guard Academy. She holds a MS degree in Educational Technology from San Diego State University. In addition to her duties as DWO, USCGC Cowslip; Performance Consultant, Training Center Petaluma; USCGA Director of Institutional Research; and Marine Inspector, Sector New York; LCDR Mohr has volunteered in various capacities, including as a member of the Alumni Association’s Information Technology Committee and working to establish an Alumni Chapter in New York. Her areas of expertise include technology implementation and strategic analysis. She currently serves as Assistant Chief of Inspections, Sector New York.

Graduated from 15 to 30 years ago: CDR Gary L. Tomasulo, Jr., ’91
Commander Tomasulo is a 1991 graduate of the Coast Guard Academy. He has served in three ships — Deck Watch Officer, USCGC Sorrell; Executive Officer, USCGC Kiska; and Commanding Officer, USCGC Key Largo — as well as Military Aide and Speech Writer for the Atlantic Area Commander and Coast Guard Chief of Staff (Admiral James Loy); as congressional Fellow with Senator Mike DeWine, and is currently a Director at the National Security Council. Commander Tomasulo is a recipient of the Captain David H. Jarvis Award for inspirational leadership and operational excellence. He holds a JD degree from Hofstra University School of Law. CDR Tomasulo has served as an active recruiter for the Academy football program and is interested in “strengthening our alumni and promoting the Academy’s national reputation.”

Graduated more than 30 years ago: CDR Carl H. Burkhart (Ret), ’62
Commander Burkhart is a 1962 graduate of the Coast Guard Academy. In addition to his Academy degree, CDR Burkhart holds a BS degree in Civil Engineering form the University of Illinois and a MS degree in Engineering Management from Northeastern University. He has served the Coast Guard as a DWO and EWO underway and as a civil engineer. In retirement he worked as a project manager and consultant, and as contracts manager for a 280-person engineering and architecture firm. He has been very active in his class’ support of the Alumni Association, serving as Class Correspondent and reunion coordinator since 1986. He is currently managing the Class of 1962 Murals Project, which has involved both significant fundraising and contract management.

At Large: CDR Martha LaGuardia-Kotite, USCGR, ’89
Commander LaGuardia-Kotite is a 1989 graduate of the Coast Guard Academy. She has served the Coast Guard as DWO, USCGC Resolute; XO, USCGC Padre; in Group Key West Operations; Public Affairs Officer, Thirteenth District; Assistant Operations, Activities New York; and currently works as a reservist at Sector New York. She has worked in the Communication and Public relations field and has just published a book, So Others May Live, featuring Coast Guard rescue swimmers. She has served as a judge for the Alumni Association-sponsored Bill Earle Creative Writing Contest for cadets and has written numerous articles highlighting Coast Guard success stories. A self-described “trumpeter for the service,” she hopes to help the Alumni Association communicate the positive messages of the Coast Guard and its Academy, as well as the success stories of our alumni.

Directors serving January 1, 2006 - December 31, 2009

Graduated less than 15 years ago: Mr. John P. Fox, ’97
Mr. Fox is a 1997 graduate of the Coast Guard Academy. While on active duty he served in two shipboard assignments and was Executive Officer of the Patrol Forces during Operation Iraqi Freedom. He completed postgraduate studies in Operations Research and Financial Engineering at Princeton University and worked in the Human Resources Directorate, helping to manage the officer corps. John then resigned his commission to attend Dartmouth College's Tuck School of Business. He now works in Morgan Stanley's Investment Banking Division out of their Chicago office.

Graduated from 15 to 30 years ago: CAPT Lisa M. Festa, ’85
Captain Festa is a 1985 graduate of the Coast Guard Academy. A naval engineer, she served aboard cutters Jarvis, Midgett and as Engineer Officer aboard Northland. Currently the Commanding Officer of Naval Engineering Support Unit (NESU) Portsmouth, VA, CAPT Festa has served the Coast Guard’s engineering program at the Engineering and Weapons Schools at Tracen Yorktown and in the Deepwater Acquisition Program. A committed supporter of CGA’s goal of recruiting more Science, Technology, Engineering, and Math (STEM) students, she looks forward to being involved in the future of the Coast Guard Academy and the Alumni Association.”

Graduated more than 30 years ago: CDR Ralph W. Eustis (Ret), ’55
Commander Eustis is a 1955 graduate of the Coast Guard Academy. He served aboard cutters Cook Inlet, Avoyal, and as Commanding Officer, Vigilant. In addition to tours at CGHQ, he served as CO, LORAN Station Oshima Japan, and at Far East Section and Base New York. Following his retirement from the Coast Guard, CDR Eustis spent 20 years with Sippican, Inc., as Facilities Engineer and Director International Marketing. He has also served on the boards of several nonprofit organizations, currently with the New Bedford Art Museum and Whaling City Rowing, also in New Bedford. In recent years CDR Eustis and his wife, Merry, have become strong supporters of the Academy and the Alumni Association both through strong financial contributions and through their work with the class of 1955. They have spent many hours “to insure the new Alumni Center interior is functional and attractive.”

At Large: Mr. T. Brantley Houston, ’67
Mr. Houston is a 1967 graduate of the Coast Guard Academy. He served aboard the cutters Bering Strait (for a tour in Vietnam) and Androscoggin. After 2 years at MIO New Orleans, Mr. Houston left the Coast Guard to found EXAMCO, Inc., f/k/a Houston Marine Consultants, Inc. a/k/a Houston Marine Training Services, one of the world’s largest marine exam-prep companies. Under his leadership, the company grew to 140 employees before being acquired by a public company in 1999. He has worked closely with the Coast Guard for the nearly 3 decades he owned EXAMCO. Self employed since 2000, Mr. Houston facilitates strategic-thinking sessions and develops executive teams for mid-sized companies.
